Android doesn't accept raw video files as a wallpaper directly — a live wallpaper app hosts the clip for you. Three steps:
Install a video wallpaper app from the Play Store — Video Live Wallpaper and KLWP are free and widely used. Samsung phones can use the built-in Themes → Wallpaper video option, no extra app needed.
Open the app, choose "select video," and pick the file you downloaded from your Downloads folder.
Set it as your home or lock screen wallpaper from within the app. Most apps pause playback on low battery automatically.
